Brief Specification Description: It mainly includes the work of upgrading the facade of the Guaguo (Fruit and Melon) Diversion Point and the commercial shops around the street corner park on Tanghe Road. 二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: 1)强制采购节能产品政策:强制采购在国家公布的节能清单中以“★”标注的品目。
2)鼓励节能政策:在技术、服务等指标同等条件下,优先采购属于国家公布的节能清单中产品。
3)鼓励环保政策:在性能、技术、服务等指标同等条件下,优先采购国家公布的环保产品清单中的产品。
4)落实预留份额措施,提高中小企业在政府采购中的份额,支持中小企业发展:本项目是专门面向中小企业采购,评审时,中小企业产品均不执行价格折扣优惠。
5)本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: Compulsory Procurement Policy for Energy-Saving Products: Compulsory procurement shall be applied to the item categories marked with "★" in the energy-saving product list published by the state.
Energy-Saving Incentive Policy: Under the same conditions of technical, service and other indicators, priority shall be given to the procurement of products included in the energy-saving product list published by the state.
Environmental Protection Incentive Policy: Under the same conditions of performance, technical, service and other indicators, priority shall be given to the procurement of products included in the environmental protection product list published by the state.
Implementing Reserved Quota Measures to Increase the Share of Small and Medium-Sized Enterprises (SMEs) in Government Procurement and Support the Development of SMEs: This project is specifically for the procurement from SMEs. During the evaluation, no price discount shall be applied to the products of SMEs.

(c)本项目的特定资格要求: (3)须系我国境内依法设立的法人或非法人组织(本项目不接受分公司以自己名义参加招标活动);
(4)具有建筑工程施工总承包资质三级及其以上资质;
(5)安全生产许可证(有效期内);
(6)投标人拟派项目经理的建筑工程专业二级(含以上级)注册建造师执业资格,具备有效的安全生产考核合格证书;
(7)单位负责人为同一人或者存在直接控股、管理关系的不同供应商,不得参加同一合同项下的政府采购活动;为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商,不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization legally established within the territory of China (branches are not allowed to participate in the bidding activities in their own name for this project);(4) Possess the qualification of Grade III or above in General Contracting for Construction Engineering;(5) Hold a valid Work Safety Permit (within the validity period);(6) The project manager to be assigned by the bidder shall have the qualification of Registered Constructor (Grade II or above) in the major of Construction Engineering, and hold a valid Certificate of Qualification for Work Safety Assessment;(7) Different suppliers whose legal representatives are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract; suppliers that provide overall design, specification formulation, or project management, supervision, testing and other services for this project shall not partici
