简要规格描述或项目基本概况介绍、用途: 对老港镇2026年度约4481.4亩公益林(★最终以新区核定及实际养护的林地面积为准),按照公益林的养护标准,开展林地管理(包括杂草控制、林地保洁、沟渠清理与排灌、病虫害防治和冬翻松土等)、林木管理(包括林木修枝与补植、林木涂白等)和专项管理(包括林地巡查、防灾减灾和设施维护等)三方面的服务.

Brief specification description or basic overview of the project: For the approximately 4,481.4 acres of public welfare forests in Laogang Town (★ the final area shall be subject to the核定 by the New District and the actual area under maintenance), services shall be provided in accordance with the maintenance standards of public welfare forests, covering three aspects: forest land management (including weed control, forest land cleanliness, ditch cleaning and drainage, pest and disease prevention, and winter soil turning and loosening), forest tree management (including tree pruning and replanting, and tree whitening), and special management (including forest land patrol, disaster prevention and mitigation, and facility maintenance).

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: 促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》(财库[2020]46号)及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing the Support for Small and Medium-Sized Enterprises in Government Procurement (No. 19 [2022]).

(c)本项目的特定资格要求: 3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商;4、其他资格要求:1)本项目专门面向中小企业采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如投标人为中小企业,且满足《政府采购促进中小企业发展管理办法》(财库[2020]46号)规定条件的,必须提供《中小企业声明函》;2)本项目不允许转包。

(c)Specific qualification requirements for this program: 3. Suppliers who have been registered and entered into the database in accordance with the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'; 4. Other qualification requirements: 1) This project is specifically procured from small and medium-sized enterprises (SMEs). (Units for the welfare of persons with disabilities and prison enterprises are deemed as small or micro-enterprises.) If the bidder is an SME and meets the conditions stipulated in the 'Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement' (Cai Ku [2020] No. 46), a 'Declaration Letter of Small and Medium-Sized Enterprises' must be provided; 2) Subcontracting is not allowed in this project.
