简要规则描述: 浦东辖区重要网站、系统(包含但不限于互联网可访问的信息系统、域名站点、IP的Web应用、小程序、公众号、以及对互联网开放的API数据接口、服务、端口等数字化空间交互入口)(具体采购内容详见竞争性磋商文件“第二章-采购需求”)按照《中小企业划型标准规定》(工信部联企业〔2011〕300号),采购标的对应的中小企业划分标准所属行业为 其他未列明行业。

Brief Specification Description: Important websites and systems in the Pudong jurisdiction (including but not limited to information systems accessible via the Internet, domain name sites, IP web, small programs, public accounts, and digital space interaction entry points such as APIs, services, and ports that are open to the Internet) (see the "Second Chapter - Prourement Requirements" section of the competitive negotiation documents for specific procurement content). According to the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (it Lian Qiye [2011] No. 300), the industry corresponding to the classification standard for small and medium-sized enterprises in the subject belongs to other unlisted industries.

合同履约期限: 自合同签订之日起一年。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: 本项目专门面向中小企业。执行《政府采购促进中小企业发展管理办法》的通知财库〔2020〕46号)、《财政部关于进一步加大政府采购支持中小企业力度的通知》财库[2022] 19号。

(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at small and medium-sized enterprises. Implement the "Notice on the Measures for the Promotion of the Development of Small and-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46), "Notice on Further Strengthe the Support for Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2022] No. 19)

3.2本项目不允许联合体形式投标。
3.3未被列入《信用中国网站》(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和“”政府采购严重违法失信行为记录名单。
3.4为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商,不得再参加该项目的其他采购活动。
3.5单位负责人为同一人或者存在直接控股、管理关系的不同供应商,不得参加同一合同项下的政府采购活动。
3.6符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》(沪财采〔2024〕12号)第17条规定的供应商,不得参加本项目的采购活动。
3.7符合《上海市政府购买服务管理办法》第七条规定。
