简要规则描述: 金桥经济技术开发区党群服务中心位于上海市浦东新区,是一个融合党群服务、宣传展示、教育培训于一体的开放式、集约化、共享性、枢纽型的党群服务阵地。该中心根据服务内容和功能划分包括:党群工作区、书记工作室、组织生活室、两代表一委员工作区、基层治理空间、法律援助区、多功能活动区、红色书吧、基层党群活动展示区、企业产品展示区、企业按需定制开展活动的空间、健身运动区、聚蜂驿、红色驿站等。本项目采购范围包括:拆除工程(包括建筑垃圾外运)、装修工程、暖通工程、给排水工程、消防工程、弱电工程、零星工程、展览展示及相关配套等工程的施工。(具体数量及要求详见工程量清单及图纸)

Brief Specification Description: The party-masses service center of Jinqiao Economic and Technological Development Zone is located in Pudong New District of Shanghai City. It is an open, intensive, shared and pivotal party-masses service position integrating party-masses service, publicity and display, education and training. The procurement scope of this project includes: demolition engineering (including construction waste transportation), decoration engineering, heating and ventilation engineering, water supply and drainage engineering, fire protection engineering, weak current engineering, sporadic engineering, exhibition and related supporting engineering construction. 二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: 本项目为预留份额的采购项目,预留份额措施为整体预留(专门面向中小企业)

(b)Qualification requirements to be met to implement government procurement policies: This project is a procurement project with reserved shares, and the reserved shares are reserved as a whole (specially for small and medium-sized enterprises)

(c)本项目的特定资格要求: (3)单位负责人为同一人或者存在直接控股、管理关系的不同供应商,不得参加同一合同项下的政府采购活动;为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商,不得再参加该采购项目的其他采购活动。
(4)具有建筑工程施工总承包三级及其以上资质和建筑装修装饰工程专业承包二级及其以上资质。
(5)具有安全生产许可证(有效期内)。
(6)拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格。具备有效的安全生产考核合格证书,且未担任其他在建的建设工程项目的项目负责人。

(c)Specific qualification requirements for this program: (3)The responsible person of the unit is the same person or different suppliers with direct holding and management relationship shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation or project management, supervision and testing services for procurement projects shall not participate in other procurement activities of the procurement project.
(4)It has Grade III or above qualification for general contracting of construction engineering and Grade II or above qualification for professional contracting of building decoration engineering.
(5)Have safety production license (valid period).
(6)The proposed project leader has a registered construction engineer qualification of Grade II or above in the construction engineering profession. Possess valid safety production assessment certificate, and do not serve as the project leader of other construction projects under construction.

(i)符合《中华人民共和国政府采购法》第二十二条的规定;

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”(www.creditchina.gov.cn)、列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单;

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network ;
