简要规则描述： 本项目共涉及17座桥梁的维修，分别位于宣桥镇、川沙新镇、新场镇等9个镇。主要建设内容为:维修桥梁接坡、维修和新建栏杆、加罩磨耗层、翻建路缘石及侧石等（具体数量及要求详见工程量清单及图纸）。其中建光桥最大单跨75米。

Brief Specification Description: This project involves the maintenance of a total of 17 Bridges, which are located in 9 towns including Xuanqiao Town, Chuansha New Town and Xinchang Town. The main construction contents include: repairing the bridge slope, repairing and building new railings, covering the wear-resistant layer, and reconstructing curb stones and side stones, etc. (For specific quantities and requirements, please refer to the bill of quantities and drawings.) Among them, the largest single span of Jianguang Bridge is 75 meters.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with the government's policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for the disabled, promotion of the development of small and medium-sized enterprises, and support for prison and drug rehabilitation enterprises, the relevant policies will be implemented. (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. (c)本项目的特定资格要求： （1）具有中华人民共和国住房和城乡建设部颁发的施工总承包市政公用工程一级及其以上资质。
（2）具有安全生产许可证（有效期内）。
（3）拟派项目负责人具有市政公用工程一级及以上建造师执业资格证书，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
（4）本项目不接受联合体磋商。

(c)Specific qualification requirements for this program: (1) Possessing a first-class or higher qualification for general contracting of municipal public works issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China. (2) Possess a valid work safety license. (3) The proposed project leader should hold a first-class or higher constructor professional qualification certificate for municipal public works, possess a valid safety production assessment certificate, and not be concurrently serving as the project leader of any other ongoing construction project. (4) This project does not accept joint consultations.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
