简要规格描述或项目基本概况介绍、用途： 为维护陆家嘴治安安全、城市管理有序、社会和谐稳定、妥善处置应急突发事件、重大节庆、重大事件、重要场所投入安保力量，防止违法犯罪、群 体性事件和纠纷械斗，维护辖区社会稳定，采购社区治安辅助服务，采购人拟选取一家合格的供应商提供平安办社区治安辅助服务。本项目一次采购三年有效，合同一年一签，合同到期后采购人将对中标人的服务情况及工作考核结果进行评价。采购人可根据评价结果与中标人续签服务合同。如年度考核未通过或项目内容及价格变动幅度超过原合同采购金额10%的，则不再续签合同，重新采购。本项目采购预算所涵盖的服务期限：2025年6月1日-2026年5月31日。（具体详见第三章采购需求书）

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the policy of smes: This project is specifically for smes procurement, and no price discount will be implemented for small and micro enterprises during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求： 1、未被“信用中国”（www.creditchina.gov.cn）、列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、须具备省市级公安部门核发的有效的《保安服务许可证》；
4、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3, must have a valid "security service license" issued by the provincial and municipal public security department; 4. Subcontracting is not allowed for this project.
