简要规则描述： 本工程为I等工程，水工建筑物级别应根据工程等别及其在工程中的重要性确定，本工程主要在海塘内青坎上进行换填土、绿化种植等海塘附属设施建设，上述设施损坏后不会立即造成海塘出险，因此可定为3级建筑物。主要内容为对海塘管理桩号21+767~22+967和19+998~20+288段的1490m海塘进行生态化改造。具体改造内容包括外坡生态改造，内青坎绿化整治，增设巡检步道、内坡台阶及栏杆、防护门、喊话系统等。
Brief Specification Description: This project is a Class I project, and the level of hydraulic structures should be determined based on the project grade and its importance in the project. The project mainly involves the construction of seawall ancillary facilities such as replacement soil and green planting on the green ridges inside the seawall. If the above facilities are damaged, it will not immediately cause danger to the seawall, so it can be classified as a Class 3 building. The main content is to carry out ecological transformation of the 1490m seawall in sections 21+767-22+967 and 19+998-20+288 of the seawall management stake. The specific renovation content includes the ecological renovation of the outer slope, the greening and improvement of the inner Qingkan, the addition of inspection trails, inner slope steps and railings, protective doors, and shouting systems.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 促进中小企业、监狱企业、残疾人福利性单位发展。

(c)本项目的特定资格要求： （3）具有水利水电工程施工总承包二级及其以上资质，且具备有效的安全生产许可证； （4）投标人拟派项目经理须具有水利水电工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书； （5）本项目专门面向中小企业采购； （6）本项目不接受组成联合体。 （7）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
(c)Specific qualification requirements for this program: (3) Having a second level or higher qualification for general contracting of water conservancy and hydropower engineering construction, and possessing a valid safety production license; (4) The project manager proposed by the bidder must have the professional qualification of registered construction engineer at or above the second level of water conservancy and hydropower engineering, and possess a valid certificate of safety production assessment; (5) This project is specifically aimed at procurement for small and medium-sized enterprises; (6) This project does not accept the formation of a consortium. (7) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project.
