2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： 本次采购执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱企业等相关政策。

(c)本项目的特定资格要求： （3）供应商须具有水利水电工程施工总承包一级资质，项目经理必须持有水利水电工程专业一级注册建造师执业资格，还须具备水行政主管部门颁发的《安全生产考核合格证书》（B证），其余施工人员须持证上岗。 （4）本项目非专门面向中小企业项目。 （5）本项目不允许联合体投标。
(c)Specific qualification requirements for this program: (3) The supplier must have the first-class general contracting qualification for hydraulic and hydropower engineering construction, the project manager must hold the first-level registered constructor qualification in the specialty of hydraulic and hydropower engineering, and must also possess a Safety Production Assessment Certificate (B certificate) issued by the water administration department. All other construction personnel must be certified to work. (4) This project is not specifically aimed at small and medium-sized enterprises. (5) Joint bidding is not allowed for this project.
