简要规则描述： 采购人每年有一批固定资产投资项目需进行节能评估审查，本项目拟通过竞争性磋商的方式，拟聘请第三方专业机构对采购人固定资产投资项目的节能情况进行评审，以提高能源利用效率、促进产业结构调整、优化能源结构，加强能源消费总量控制和节能降耗的源头管理。（具体详见第三章采购需求书）
Brief Specification Description: The purchaser has a batch of fixed assets investment projects that need to be reviewed for energy conservation assessment every year. The project plans to employ a third-party professional organization to review the energy conservation of the purchaser's fixed assets investment projects through competitive consultation, so as to improve energy utilization efficiency, promote industrial structure adjustment, optimize the energy structure, and strengthen the control of total energy consumption and the source management of energy conservation and consumption reduction. (Please refer to Chapter 3 Procurement Requirements for details)
合同履约期限： 本项目服务期为合同签订之日起至2025年12月31日，在本次采购结束前，由原服务单位继续履行任务。如本次成交供应商非原服务商，则新成交供应商按照成交折扣率折算支付给原服务单位在此相应期间服务件数的费用。
The Contract Period: The service period of this project is from the date of contract signing to December 31, 2025. Before the end of this procurement, the original service unit will continue to perform the tasks. If the supplier for this transaction is not the original service provider, the new supplier shall pay the original service unit the corresponding service quantity during this period based on the transaction discount rate.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）； （4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) This project does not allow subcontracting.
