简要规则描述： 惠南镇现有住宅小区245个，其中由政府管理的老旧小区59个，现为做好物业服务不足的老旧小区共用部位应急维修、新抛盘小区应急托底维修、处理关于住宅小区维修热线工单事件、增援防台防汛等突发事件，需要有技术性、时效性的应急维修服务。采购人决定通过竞争性磋商的方式委托一位合格供应商来承接本项目。具体项目内容、采购范围及所应达到的具体要求，以磋商文件相应规定为准（详见采购需求）。
Brief Specification Description: There are currently 245 residential communities in Huinan Town, including 59 old communities managed by the government. In order to provide emergency maintenance services for common parts of old communities with insufficient property services, emergency backup maintenance for newly abandoned communities, handling of work orders related to residential community maintenance hotlines, and reinforcement for typhoon and flood prevention, technical and timely emergency maintenance services are needed. The purchaser has decided to entrust a qualified supplier to undertake this project through competitive negotiation. The specific project content, procurement scope, and specific requirements to be met shall be subject to the corresponding provisions of the negotiation document (see procurement requirements for details).

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： 鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货等政府采购政策。

(c)本项目的特定资格要求： (1)本次磋商需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）； (2)并具有有效的营业执照或相关证件； (3)具有承接本项目的人员、设备及其他条件； (4)具有良好的商业信誉和健全的财务会计制度； (5)有依法缴纳税收和社会保障资金的良好记录； (6)供应商在近三年内无违法犯罪记录；
(c)Specific qualification requirements for this program: (1) This negotiation requires an online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) And have a valid business license or relevant documents; (3) Having the personnel, equipment, and other conditions to undertake this project; (4) Having a good business reputation and a sound financial accounting system; (5) Have a good record of paying taxes and social security funds in accordance with the law; (6) The supplier has no criminal record in the past three years;
