简要规则描述： 围绕有利于加快推动张江科学城产业集聚、区域发展和项目落地，聚焦项目投资、工程建设、高新技术产业发展等领域事权下放，张江科学城建设管理办公室于2020年起，委托第三方开展行政审批下放事项的评审评估服务，借助第三方专业技术力量，进一步提升行政审批事项的办理效率和办理质量，取得了较好效果。为继续发挥第三方专业技术优势，进一步提高行政审批事项的服务质量及办理效率，现拟通过公开的方式选取一家合格的单位提供评审评估服务。（具体详见第三章采购需求书）

合同履约期限： 自合同签订之日至2025年12月31日。在本次采购结束前，由原服务单位继续履行任务。如本次成交供应商非原服务商，则新成交供应商按照成交单价折算支付给原服务单位在此相应期间服务件数的费用。
The Contract Period: from the date of signing the contract to December 31, 2025. Before the end of this procurement, the original service unit will continue to perform the task. If the supplier of this transaction is not the original service provider, the new supplier of the transaction shall pay the original service unit the cost of the number of services provided during the corresponding period according to the conversion of the transaction price.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specially for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the reviewes; 2) Supporting welfare units for the disabled and treating them as small and micro enterprises;
(c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）； （4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names); (4) Subcontracting is not allowed for this project.
